New Course on Spectrum Management... And
It's Not Technical!

The Spectrum/Telecommunications Training Committee (STTC) has developed a new
"Introduction to Spectrum Management" course geared to employees who do not have
a technical background, but who want to gain a general knowledge of
spectrum-related activities. The course was delivered in English and French to
more than 150 employees across Canada between September 1999 and January 2000.
The STTC, chaired by
Michel Scott, is the part of Spectrum, Information
Technologies and Telecommunications, which manages national training issues for
the Spectrum/Telecom Program. One of the committee’s many tasks is to develop
national courses for Spectrum employees. Employees from both HQ and the regions
are invited to register for the new course.
The two-day session provides employees with information on concepts such as
radio frequencies, spectrum systems and services, and interference issues.
Questions such as, "How and why do we authorize spectrum usage?" and "What is
interference?" are answered in simple terms. The course is delivered by a team
of knowledgeable instructors, from HQ and the regions, with broad experience in
spectrum management.
The committee would like to take this opportunity to thank
Michel Castonguay,
a key player in the development of the course, as well as all of the
instructors. Hubert Pambrun,
Jean-Claude Brien,
Terry Rudeen and
John Kluver
conduct the Ottawa area sessions, while Garry Goebel,
Alain Hébert,
Clint Guy,
Dave Taschuk,
Manuel Escobar,
Richard Arnold and
Eric Vachon teach the course in
the regions.
According to STTC member
Suzanne Loranger, the response by course
participants has been extremely positive. Since they have received several
requests to organize additional courses, "Introduction to Spectrum Management"
will be offered in Ottawa in English on May 3-4, and in French on May 31-June 1.
Other courses will be added as required, with consideration given to the
regions.
The sessions will be offered to any Industry
Canada employee who would like to know more about spectrum management.
