Having previously held a similar position at the office of the Director General, National Arts Cen­tre, Mr. Stephenson replaces Donald MacLean, who has moved over to the DM's Planning Secretariat.... Also with us now is Daniel Audet, from Treasury Board, who is the new Director of Accounting Operations.... John Gilbert is the new Director of International Arrangements, following the departure of Doug Doran Veevers, who retired last fall... The Director of Internal Audit, Patrick Warnock and the Director of Regulation Development Branch, Telecommunication Regulatory Services, Walter Scott, have also retired last December... The former Acting Director of Broadcasting Policy Analysis, Greg Gyton, who was on loan from DREE under the CAP program, has returned to his own department... Shirley Serafini has taken over the duties of Acting Director for this division... Luis Bustos, former Director of International Development, is now with the Telidon marketing secretariat at Industry, Trade and Commerce Canada... Atlantic Region: Antoine Lacombe, an operations standards officer with the Moncton Regional Office, has joined the CRTC in Ottawa... At the same time, the chief of the word processing centre, Diane Lacombe, accepted a position in the personnel office at Headquarters... Paulette Arsenault, a recent graduate of the University of Moncton, is taking over her duties... Maurice Nunas, who was the superintendent of the enforcement section in the Regional Office, is now the manager of frequency, land and space services in Ottawa... Donald Cormier, who was with the Regional Office, has moved to the Moncton district office where he is the authorization supervisor... In St. John's, Newfoundland, Patrick Murphy, formerly with the Department of National Defence, has taken over his new duties as a telecommunications consultant... Two employees left the Department: Larry Romkey, telecommunications consultant for the Halifax district and David MacKay, radio inspector for the Charlottetown district.

Quebec Region: Micheline Brunet has accepted the position of systems consultant with GTA. Prior to this appointment, she worked with Employment and Immigration Canada... George Webster left GTA in Montreal to assume a position in the same sector at Headquarters... The Manager of the Sherbrooke office, Albert Thériault, retired in October... Pierre Marcotte, a radio inspector with the Noranda district, has moved to a position in private industry.

Ontario Region: Correction: Gerry Brushett was appointed Deputy Regional Director, and not Regional Director as stated in Modulation last issue. Our apologies to all for the error... The Finance and Administration Branch welcomes Susan Curry to the position of financial analyst. She comes to us from Health and Welfare Canada... In Sault-Ste-Marie, Gérard Piette, formerly with private industry, has been appointed radio inspector... The senior telephone operator for the Hamilton office, Jill Conners, has joined GTA in the Regional Office as a systems clerk... As for departures, Heather Thomson resigned her position as a clerk technician with the Toronto district office, while James Munro, a radio inspector in Thunder Bay has joined the private sector... Dave Ronaldson, manager of the London district office, has retired after 31 years with the federal government, as has June MacMillan, a 33-year public servant, who was the senior clerk for the Toronto district office.

Central Region: After 30 years with the federal government, Howard Hitchcock, from the Saskatoon district, has retired... Jeff Martin, a radio inspector with the Edmonton office, has left to join the Ministry of Transport... Dana Allan from the Saskatoon district accepted a position in the private sector.

Pacific Region: Five employees retired in December: the Regional Director, Hal Halladay, after 37 years of service; the GTA regional manager since 1968, Walt Wheeler, after 44 years with the federal government; Ken Lockett, also with the Regional Office, who worked 39 years with the federal public service; Ernie Coe, from the Kelowna district, after 34 years; and Chas Ryan, of the Victoria office, who was with the federal government for 19 years... Eric Isaac of GTA left to join the Canadian Correctional Service... The Prince George office welcomes two new radio inspectors: R. Larkman and W. Crawford... As for transfers, four new employees were appointed to the Regional Office in Vancouver: Hal Hickey from the Langley district is now a frequency assignment standards officer; Denis Lanthier from the Vancouver district office, is now a technology engineer; Tak Ho, also from Vancouver, was appointed to the position of standards officer for the fixed, mobile and land services; and lastly, Dan McKim, from the Kelowna office, was appointed as a technology engineer... Still with the Regional Office, Bob Davis is the new systems engineer.

Maurice Nunas, qui était surintendant de l'application des règlements au bureau régional, est maintenant gestionnaire du services des fréquences, services terrestres et spatiaux, à Ottawa également... Headquarters: The department lost two senior officials in May. Deputy Minister Pierre Juneau has left the department to assume the presidency of the CBC, and Senior Assistant Deputy Minister Jean Fournier has moved to the Department of Finance as Assistant Deputy Minister. We certainly wish them all the best in their new positions... Alain Gourd joined DOC as Senior Assistant Deputy Minister on May 20. Mr. Gourd is a lawyer and was a professor of law on insurances and administration. He has been General Manager and then President of Radio Nord, President of Radiodiffusion Mutuelle Limitée and Vice President of the Corporation Civitas Limitée. More recently he was on the Boards of Directors of the Canadian Association of Broadcasters, the Association canadienne de radio-télévision de langue française, and other organizations... The Minister welcomed a number of new employees to his office: Sandra MacDonald, policy advisor (Arts and Culture) as well as Kristin Bennett, Jan Innes, Peter Punde, Lyette Doré and Jeannette Ackroyd, all appointed as special assistants. Joe Thornley holds the position of executive assistant... Meanwhile Charles Bélanger has left the department and is now with Cancom in Montreal... Gabrielle Gaudreau has joined Marguerite Coste as the officers in charge of the Correspondence secretariat for the Minister's Office. Mrs. Coste was previously the special assistant to the Deputy Minister... Gérald Casavant has taken over the position of Director General, Internal Audit, following his secondment for nine months from the office of the Comptroller General... James Tang, formerly with Public Works Canada, has been appointed Director, Financial Policies and Systems Development. He replaces Bill Boston who left the Department to join Energy, Mines and Resources Canada... Michel Andrieu has been appointed, on an acting basis, as Director General, Communications Economics, and Thomas Caplan has been appointed, also on an acting basis, as Director, Economic Policy Division... In the National Telecommunications Branch, Parke Davis accepted the position of Director, Spectrum and Radio Systems Policy, while Terry Rochefort became Director of Industry Structure and Services... Mr. Rochefort will still perform his duties as Director, Financial and Regulatory Policy... Léopold Ouellet is the new Director of Financial Planning and Resource Utilization, following the departure of Ken Bond to Fisheries and Oceans Canada. Mr.Ouellet was previously with Secretary of State... Ted Groves, an auditor in the Program Evaluation Group, retired after 26 years of service with the federal government... Janis Kostash has assumed, on an acting basis, the duties of Director of International Development... Keith Chang is now the Director of Telidon Field Trials. He previously worked for Research and Development, Networks and Standards... William Sawchuk has been appointed Director General, Information Technology - Research and Development... Tim MacKenzie replaces him as Director, Information Technology... Christiane Laliberté has left her normal duties in Research Program Management to become the Executive Assistant to the Assistant Deputy Minister, Ken Hepburn (ADMST)... She replaces Pierre Gagné who accepted a temporary position with International Relations where he is the Co-ordinator for World Communications Year - 1983... Gilles Courtemanche has left his position as Director, Broadcasting Regulation, for the CRTC... Gary Brooks accepted an assignment as Director, Operations Branch of the Telecommunications Regulatory Service... Gilles Rouleau of GTA is replacing him temporarily as Director, Co-ordinator for Policy, Planning and Assessment (ADMST)... The former Director, Engineering Program, S. Nisar Ahmed is now the General Manager, International Spectrum Management Services... The Department's Personnel Office has found a new staffing officer: the newcomer is Claude Olivier, formerly with the Secretary of State... At CRC, Rolf Mamen is the new Director of the David Florida Laboratory. For the past two years, he had been seconded from the department to assist in developing a research and development program at National Defence.

Atlantic Region: Georges Richard, who has been the Superintendent, Broadcast Engineering, was promoted to Regional Manager, Engineering... The Region welcomed Serge Gaudet as the new Chief, Financial and Management Services. He formerly worked for the Department of Supply and Services... Sherril Minns, who was the Regional Financial Advisor, joined Financial Services at Headquarters in Ottawa, as head of Revenue and pay administration... Victor Smith, a radio inspector in Halifax, moved to Saint John, New Brunswick, where he is now the Supervisor, Enforcement and Authorization... Donald Matthews, has rejoined the St. John's, Newfoundland, office as a radio inspector... Three radio inspectors left the department: Dave Dawson from Halifax is now with the Coast Guard; Robert Corey from Saint John joined External Affairs; and Jean-Maurice Savoie from Bathurst is now working for the CBC in Moncton.

Ontario Region: At the Regional Office in Toronto, Serge Bertuzzo is the new Enforcement Superintendent... The Office also welcomes Ron Lawless to the Personnel Office. He comes to us from the Department of Supply and Services... In Ottawa, Robert Pambrun was appointed district manager after performing the duties on an acting basis for a year... Donna Dean, from Correctional Services Canada, has become the supervisor, administrative support, at the Toronto district office... In the same office, Carolyn Clemons accepted the position of enforcement and inspections clerk, while Patti Darling is now the technical clerk for the Engineering Division... Two employees retired: John Maggio, Hamilton district manager, after 39 years of public service and George Beveridge, Kingston district manager, after 34 years.

Central Region: In Winnipeg, Karl Nekrep is the new Regional Manager, Finance and Administration... The Regional Office acquired several new radio inspectors: John Fong, Dave Donnelly and James Gaylor in Calgary and Denis Bouvier in Edmonton... Nick Johnsson of Fort Smith resigned his position as a radio inspector... Two employees retired: Robert Poirier, Regional Superintendent, Enforcement, and Neil Palmu, District Manager for Grande Prairie.

Pacific Region: This region has had numerous changes in personnel over the past few months. Its new Regional Director is John Quigley, who comes from the Department of Consumer and Corporate Affairs in Ottawa. Mr. Quigley had previously worked for the Department of Communications from 1973 to 1975 in the National Telecommunications Branch... Frank Tusko, from Environment Canada, joined the department as the RegionalDirector of Finance, Administration and EDP... Jocelyn Fisher was promoted to Liaison Officer with the Programs and Policy Section of the Regional Office... Nancy St. John was appointed to a similar position. She comes to us from Customs and Excise as did Don Harris who was appointed an administrative officer with GTA... The latter appointment coincided with the appointment of Mark Gruenewalde as an administrative officer with the same organization. Mr. Gruenewalde worked for the Post Office Department... Gord Herrman left the Langley district office to join the Kelowna district where he is the radio inspector supervisor... Tony Tamayose was promoted to Manager of the Vancouver district... At the same time, Harvey Rebalkin, from the same district, moved to the Regional Office as a broadcast engineer... Nick Coe, a radio inspector, has transferred to Victoria... The Region has four new radio inspectors: Hugh Venus in Prince Rupert, Dennis Maskell in Prince George, Neil Christensen and Carl Munn in Victoria... Lastly, Peter Stone, from GTA, left us for Transport Canada in Vancouver.

Victor Smith, inspecteur radio à Halifax, est passé à Saint-Jean, Nouveau-Brunswick, où il est maintenant superviseur de l'Application des règlements et de l'autorisation... Donald Matthews, qui l'an dernier avait laissé ses fonctions d'inspecteur radio à Saint-Jean, Terre-Neuve, nous est revenu au même poste... Trois inspecteurs radio ont quitté le ministère: Dave Dawson, de Halifax, maintenant à la Garde côtière, Transports Canada; Robert Corey, de Saint-Jean (N.-B.), parti aux Affaires extérieures; et Jean-Maurice Savoie, de Bathurst, qui travaille maintenant pour Radio­Canada, à Moncton.

Région de l'Ontario: Au bureau régional, à Toronto, Serge Bertuzzo est le nouveau surintendant des autorisations... Le bureau accueille par ailleurs Ron Lawless au bureau du personnel. Il nous vient d'Approvisionnements et Services Canada... À Ottawa, Robert Pambrun a été nommé gestionnaire du district, après avoir assumé ces fonctions à titre intérimaire pendant un an... Donna Dean, de Service correctionnel Canada, est devenue surveillante, soutien administratif, au bureau de district de Toronto... Au même bureau, Carolyn Clemons a accepté le poste de commis à l'application des règlements et aux inspections, tandis que Patti Darling est maintenant commis technique à la division du génie... Deux employés ont pris leur retraite: John Maggio, gestionnaire du district de Hamilton, après 39 ans de service; et George Beveridge, gestionnaire du bureau de Kingston, après 34 ans au sein de l'administration fédérale.

Région du Centre: À Winnipeg, Karl Nekrep est le nouveau gestionnaire régional des Finances et de l'administration... Le bureau régional s'est en outre doté de plusieurs nouveaux inspecteurs radio: John Fong, Dave Donnelly et James Gaylor, à Calgary; ainsi que Denis Bouvier, à Edmonton. Par contre, Nick Johnsson, de Fort Smith, a abandonné son poste d'inspecteur radio... Deux employés ont pris leur retraite: Robert Poirier, surintendant régional de l'application des règlements, et Neil Palmu, gestionnaire du district de Grande Prairie.

Région du Pacifique: Cette région a connu des changements pour le moins nombreux au cours des derniers mois. Elle s'est d'abord dotée d'un nouveau directeur régional, John Quigley, qui nous arrive de Consommation et Corporations Canada, à Ottawa. M. Quigley a déjà oeuvré au sein du ministère des Communications de 1973 à 1975, à la direction des Télécommunications nationales... Frank Tusko, d'Environnement Canada, s'est joint au Ministère a titre de Directeur régional, Finances et Administration... Jocelyn Fisher a été promue comme agent de liaison dans la section des programmes et de la politique du bureau régional... Nancy St. John a été nommée à un poste similaire. Elle nous vient des Douanes, tout comme Don Harris qui a été agent administratif pour l'ATG... Mark Gruenewalde a aussi été nommé agent administratif. Il nous vient de Postes Canada... Gord Herrman a été tranféré du bureau de district de Langley au bureau de district de Kelowna où il est maintenant surveillant. En même temps, Harvey Rebalkin, du même district a été muté au bureau régional comme ingénieur de la radiodiffusion... Nick Coe, un inspecteur radio travaille maintenant à Victoria... Il y a 4 nouveaux inspecteurs radio dans la région: Hugh Venus à Prince Rupert, Dennis Maskell à Prince George, Neil Christensen et Carl Munn à Victoria... Finalement, Peter Stone, de l'ATG, nous a quitté pour Transport Canada à Vancouver.
