result of management study

As the result of a management study of the Department of Communications, Deputy Minister Bernard Ostry has announced a preliminary reorganization of the services sector in order to clarify the main lines of authority and improve the efficiency and effectiveness of the Department.

Under the new structure, Jean­Paul Lefebvre, Assistant Deputy Minister, Services takes on the new title of Assistant Deputy Minister, Spectrum Management and Government Telecommunications with direct responsibility for the Telecommunications Regulatory Service, the Government Telecommunications Agency and the regional offices. The Director of Information Services, the Director of Program Evaluation and the Director General, Security and Communications Support will report directly to the Deputy Minister. The Director General, Personnel and Administration will continue to report to the Deputy Minister.

A new post, that of departmental Comptroller, with responsibility for Financial Services, was also announced. Creation of the post is in keeping with recent recommendations of the Auditor General, approved in principle by the government.

A second phase of the management study will deal with the internal flow of communications within the Department; with organization of the space, policy and research sectors; and, in conjunction with the Director General, Personnel and Administration, with the development of the job description and terms of reference of the Comptroller.

Since last May, a task force has been examining the Department's organizational structure with a view to making it more effective in light of changing priorities. The second phase of the study, with its recommendations, should be completed imminently.

Une réorganisation préliminaire du secteur des Services du ministère des Communications a été annoncée par le sous-ministre, M. Bernard Ostry. Ceci précise les principales structures hiérarchiques du ministère et vise une meilleure efficacité, compte tenu de l'évolution des priorités.

Cette réorganisation fait suite à une étude du ministère entreprise en mai dernier par une équipe de conseillers en gestion.

Selon la nouvelle structure, depuis le 21 août M. Jean-Paul Lefebvre, qui était sous-ministre adjoint du secteur des Services, est devenu sous-ministre adjoint à la Gestion du spectre et aux Télécommunications gouvernementales. Il est responsable du Service de la réglementation des télécommunications, de l'Agence des télécommunications gouvernementales et des administrations régionales. Le directeur des Services d'information, le directeur de l'Évaluation des programmes et le directeur général, Services de sécurité et de soutien des communications, relèveront du sous-ministre. Le directeur général, Personnel et Administration, relève du sous-ministre comme auparavant.

En outre, le sous-ministre a annoncé la création du nouveau poste de contrôleur pour le ministère, dont relèveront les Services financiers. Cette décision fait suite aux récentes recommandations du Vérificateur général qui ont été approuvées en principe par le gouvernement.

Une deuxième phase de cette étude, qui doit se terminer sous peu, aura pour objet la diffusion interne des communications au sein du mi­nistère, l'organisation des secteurs du Programme spatial, des Politiques et de la Recherche et, en collaboration avec le directeur général, Personnel et Administration, l'élaboration de la description des tâches et du mandat du contrôleur.
